Mr. Pham frequently provides strategic consultation on matters dealing with complex civil litigation, including personal injury wrongful death and civil rights cases.

Prior to serving as "of counsel" to Brooks & Baez, Mr. Pham served in a Presidential administration as the Acting Director of Immigration & Customs Enforcement, a national law enforcement organization whose mission was to safeguard the United States. In leading an $8 billion organization, Mr. Pham focused on overseeing a national network of detention facilities operated by ICE, localities and private industry.

Prior to being elevated to an operational position, Mr. Pham was appointed by the President of the United States as the Principal Legal Advisor for Immigration & Customs Enforcement. In this Senior Executive Service ("SES") position, Mr Pham supervised the largest legal component within the United States Department of Homeland Security, focusing on several legal subjects such as National Security Law, Human Rights Violators, Immigration Removal, and many other immigration based issues.

In 2017, Mr. Pham became the first and only attorney to run his own local correctional facility at Virginia Peninsula Regional Jail. In managing a $13.5 million budget, Mr. Pham would manage the day to day operations of the local jail pursuant to state and federal guidelines. Mr. Pham was known for his innovative approach operational management which increased the use of technology to meet the standards of care for inmates. Mr. Pham created the jail's first ever addiction and recovery program (We Are In This Together), which focused providing participants a pathway to redemption.

Prior to becoming a jail Superintendent, Mr. Pham served as the legal counsel for the Richmond City Sheriff's Office where he focused his practice on employment law, conditions of confinement and civil rights litigation. He also successfully drafted legislation which clarified operational requirements as well as instituted a liability cap for all Sheriffs and deputy sheriffs in Virginia.
